An Electronic Travel Authorization (eTA) is generally for visa-exempt travelers flying to Canada. A Temporary Resident Visa (TRV), often called a visitor visa, is generally required for citizens of countries that are not visa-exempt.
How to tell which document applies
The passport's issuing country is the starting point, not the length or purpose of the trip.
